We undertook a capacity building exercise and review of the effectiveness of the peak body funded under the Australian Government’s Indigenous Broadcasting Program (IBP).
Specifically, McGrathNicol was engaged to provide:
+ a thorough analysis of the financial position and solvency of the organisation;
+ a thorough analysis of the effectiveness of the systems, operations and services of the organisation; and
+ recommendations for the Department to consider, including from a policy and capacity building perspective, to enhance the effectiveness and quality of the peak body’s service delivery.
Areas of analysis included the organisation’s governance arrangements, operational activities, human resource management, performance reporting framework, current and emerging issues and financial management.
To complete the review, we undertook the following tasks:
+ consultation with key stakeholders of the organisation, including staff, the Department and the Chairman of the Board;
+ review of the Program Funding Agreement (PFA) between the organisation and the Department;
+ review of the organisation’s Strategic Plan June 2007-2010;
+ analysis of the peak body’s audited Financial Statements for the financial year ended 30 June 2007; and
+ assessments of other documentation provided by the organisation and the Department.
Our approach involved a thorough analysis of the effectiveness of the systems, operations and services of the organisation and provided recommendations to the Department for consideration to enhance the effectiveness and quality of the peak body’s service delivery. |
